School Choice Transfer and Supplemental Educational Services Options
for
Title I Needs Improvement Schools
The No Child Left Behind Act of 2001 (NCLB) provides for
parents/guardians who have children attending schools identified as needing
improvement to be notified of the school’s academic achievement. This
message is intended to provide additional information concerning the options
available to children under NCLB. Adequate Yearly Progress (AYP) is one of
the cornerstones of the NCLB Act. It is a measure of year-to-year student
achievement on statewide tests. Title I schools that do not meet the State
standard for AYP for two or more consecutive years are placed in Needs
Improvement (NI).
In spite of the progress made by students, Baker Middle School, Eddy
Middle School, Marshall Middle School, and South Columbus Elementary School
have been included on a list of schools in Georgia identified as not making
AYP. As of June 18, 2007, Baker, Eddy, and Marshall are identified as NI
Year 7 schools under NCLB. South Columbus is identified as a NI Year 1
school. As a result, the schools are developing plans for improvement that
will focus on the academic achievement of all students, and in accordance
with NCLB, specifically addressing the reason why the school is identified
as NI.
In compliance with the requirements of NCLB, all students enrolled in a
school that is in year one or greater of NI have the opportunity to enroll
in a school not designated as NI. This transfer option is known as Public
School Choice. The school district has certain obligations to provide
transportation to the choice school. The Muscogee County School District
(MCSD) will provide transportation based on the district’s transportation
guidelines. Children may remain at the new school until the highest grade is
completed; however, MCSD is no longer obligated to provide transportation
after the end of the school year in which the child’s home school is no
longer identified as NI.
Under NCLB a school must make AYP for two consecutive years to be removed
from NI. While we are constantly improving, the four Title I schools
mentioned above remain NI; therefore, parents of students assigned to Baker,
Eddy, Marshall, and South Columbus may select one of these
three options for their children:
- Remain at the assigned school and continue the regular education
program. No action on the part of the parent is required for this
option.
- Remain at the assigned school (Baker, Eddy, Marshall) and apply for
Supplemental Educational Services (SES). SES provides small group
tutorial services for students eligible to participate in the
free/reduced lunch program and is provided by State approved providers
chosen by the parent/guardian. South Columbus is currently in Year 1 of
NI based on the 2006 AYP Report and its students are currently not
eligible for SES. If the school’s status changes based on the final 2007
AYP Report, parents will be notified.
- Apply for the child to transfer to one of the

Parent/guardians who desire to apply for a transfer for the 2007-2008
school year must complete the NCLB Transfer form. When completed the form
must be returned by July 18, 2007. It may be dropped off at the assigned
School or at the Title I Office, 1120 Bradley Drive, Columbus, GA 31906
(formerly Bradley Library) between the hours of 8:00 am and 5:00 pm. The form may
also be mailed or faxed to the Title I Office.

Baker, Eddy, Marshall, and South Columbus want to continue serving their
students and will use all the resources available to MCSD to help students
achieve. An important part of this effort is parent participation and
support in developing activities to improve student achievement. These
schools invite parents to participate in developing school improvement
initiatives as they continue to monitor student achievement and set high

Notification of NCLB Public School Choice letters were sent by US Mail to
the parents of students assigned to Baker, Eddy, Marshall, and South
Columbus at the address on file with the school district on June 18, 2007.
Letters were not mailed to the parents of students who are already approved
for NCLB Public School Choice Transfers for 2008.
Addendum/Update – October 18, 2007
NCLB Supplemental Educational Services (SES)
Based on the July 6, 2007, Georgia AYP Report
On October 17, 2007, packets of information were mailed to parents of
eligible students enrolled at Baker, Eddy, and Marshall Middle Schools,
informing them of the option of Supplemental Educational Services (free
tutoring) for children in these schools who are eligible for
free/reduced-price school meals. The packet included the following: a letter
informing parents of the opportunity for SES; an SES application form; an
SES informational brochure; and a complete list of all State-approved SES
providers from which they could select a tutor for their children. The
deadline date for receiving applications for SES has been extended through
November 20, 2007. Also on October 17, 2007, a brochure and an application
form were sent home in the report card envelopes of all students at Baker,
Eddy and Marshall.

The following Title I schools are on the Needs Improvement (NI) list and
will offer NCLB Choice Transfers with transportation provided:
- Baker Middle School
- Eddy Middle School
- Marshall Middle School
- South Columbus Elementary School
The deadline for requesting NCLB Choice Transfers is July 18, 2007.
The following Title I schools are in Year 2 or above of NI and will offer
Supplemental Educational Services (SES):

The deadline for requesting SES is extended through August 27, 2007.
Note: South Columbus Elementary made AYP in 2007 and did not move forward to
NI Year 2. This school will not offer SES.
