Notification of No Child Left Behind (NCLB) School Choice Transfer Option for 2009-2010

The No Child Left Behind Act of 2001 (NCLB) provides for parents/guardians who have children attending schools identified as needing improvement to be notified of the school’s academic achievement. This message is intended to provide additional information concerning the options available to children under NCLB. Adequate Yearly Progress (AYP) is one of the cornerstones of the NCLB Act. It is a measure of year-to-year student achievement on statewide tests. Title I schools that do not meet the State standard for AYP for two or more consecutive years are placed in Needs Improvement (NI).

In compliance with the requirements of NCLB, students enrolled in a school that is in year one or greater of NI have the opportunity to enroll in a school not designated as NI. This transfer option is known as Public School Choice. The school district has certain obligations to provide transportation to the choice school. The Muscogee County School District will provide transportation based on the district’s transportation guidelines. Children may remain at the new school until the highest grade is completed.  However, MCSD is no longer obligated to provide transportation after the end of the school year in which the child’s home school is no longer identified as NI.

If a Title I school is NI year two or greater, children who are eligible for free or reduced priced meals and remain at the assigned home school may receive Supplemental Educational Services (SES).  SES is free, small-group tutoring provided by State approved providers chosen by the parent/guardian.  During the 2009-2010 school year, SES will be provided for eligible students who attend Fox Elementary School, Baker Middle School, Eddy Middle School, Marshall Middle School, Carver High School, Jordan High School, Kendrick High School, and Spencer High School.

Although improvement is constantly being made, seven Title I schools, Baker Middle School, Eddy Middle School, Marshall Middle School, Carver High School, Jordan High School, Kendrick High School, and Spencer High School, remain NI; therefore, parents of students assigned to these schools may select one of the following three options for their children.

  1. Remain at the assigned school and continue the regular education program. No action on the part of the parent is required for this option.
  2. Remain at the assigned school (Baker Middle School, Eddy Middle School, Marshall Middle School, Carver High School, Jordan High School, Kendrick High School, or Spencer High School) and apply for Supplemental Educational Services (SES). SES provides small group tutorial services for students eligible to participate in the free/reduced lunch program and is provided by State approved providers chosen by the parent/guardian.
  3. Apply for the child to transfer to one of the following schools:

Middle Schools

High Schools

Arnold Midland Hardaway
Blackmon Road Rothschild

Northside

East Columbus Veterans

Parents/guardians who desire to apply for a transfer for the 2009-2010 school year must complete the NCLB Transfer form. When completed the form must  be returned in person or by mail to the assigned home school, to the Title I Office, 1120 Bradley Drive, Columbus, GA 31906 (formerly Bradley Library), or to the Central Registration Office, 539 Brown Avenue, Columbus, GA 31906.  The form may be sent by fax (706-748-2101).

Baker Middle School, Eddy Middle School, Marshall Middle School, Carver High School, Jordan High School, Kendrick High School, and Spencer High School want to continue serving their students and will use all the resources available to MCSD to help students achieve. An important part of this effort is parent participation and support in developing activities to improve student achievement. These schools invite parents to participate in developing school improvement initiatives as they continue to monitor student achievement and set high expectations. Persons seeking additional information regarding the public school choice provisions of NCLB should contact Harriet Steed (706-748-2103 or hsteed@mcsdga.net).
